    This is one of six case studies exploring regional cooperation among transportation operating organizations. These studies, developed in conjunction with the National Dialog on Transportation Operations, document alternative approaches for developing and sustaining regional transportation operations and portray institutional practices and lessons learned. They provide exaIT1ples of experiences that reflect National Dialog goals of fc1eilite1ting cultural transitions within transportation operating entities that are driven by system performance and customer service measures. They are intended to serve as a resource guide for decision-makers as well as transportation management and operations staff. The six case studies associated with this project are TRANSCOM in New York, New Jersey, and Connecticut; TransLink in Vancouver, British Columbia; The Metropolitan Transportation Commission in the San Francisco Bay Area; The ITS Priority Corridor in Southern California; TranStar in Houston; and AZTech in Phoenix. Case studies were selected to present a variety of approaches that differ in regional size and characteristics, organizational structure, scope, and geography. An executive guide highlights the findings and perspectives of the six case studies

    Autonomous aircraft operations using RTCA guidelines for airborne conflict management

    Abstract A human-in-the-loop experiment was performed at the NASA Langley Research Center to study the feasibility of DAG-TM autonomous aircraft operations in highly constrained airspace. The airspace was constrained by a pair of special-use airspace (SUA) regions on either side of the pilot's planned route. Traffic flow management (TFM) constraints were imposed as a required time of arrival and crossing altitude at an en route fix. Key guidelines from the RTCA Airborne Conflict Management (ACM) concept were applied to autonomous aircraft operations for this experiment. These concepts included the RTCA ACM definitions of distinct conflict detection and collision avoidance zones, and the use of a graded system of conflict alerts for the flight crew. Three studies were conducted in the course of the experiment. The first study investigated the effect of hazard proximity upon pilot ability to meet constraints and solve conflict situations. The second study investigated pilot use of the airborne tools when faced with an unexpected loss of separation (LOS). The third study explored pilot interactions in an over-constrained conflict situation, with and without priority rules dictating who should move first. Detailed results from these studies were presented at the 5 th USA/Europe Air Traffic Management R&D Seminar (ATM2003). This overview paper focuses on the integration of the RTCA ACM concept into autonomous aircraft operations in highly constrained situations, and provides an overview of the results presented at the ATM2003 seminar. These results, together with previously reported studies, continue to support the feasibility of autonomous aircraft operations

    Growth in Western Australian emergency department demand during 2007–2013 is due to people with urgent and complex care needs

    Objectives: To determine the magnitude and characteristics of the increase in ED demand in Western Australia (WA) from 2007 to 2013. Methods: We conducted a population-based longitudinal study examining trends in ED demand, stratified by area of residence, age group, sex, Australasian Triage Scale category and discharge disposition. The outcome measures were annual number and rate of ED presentations. We calculated average annual growth, and age-specific and age-standardised rates. We assessed the statistical significance of trends, overall and within each category, using the Mann–Kendall trend test and analysis of variance ANOVA. We also calculated the proportions of growth in ED demand that were attributable to changes in population and utilisation rate. Results: From 2007 to 2013, ED presentations increased by an average 4.6% annually from 739 742 to 945 244. The rate increased 1.4% from 354.1 to 382.6 per 1000 WA population (P = 0.02 for the trend). The main increase occurred in metropolitan WA, age 45+ years, triage category 2 and 3 and admitted cohorts. Approximately three-quarters of this increase was due to population change (growth and ageing) and one-quarter due to increase in utilisation. Conclusion: Our study reveals a 4.6% annual increase in ED demand in WA in 2007–2013, mostly because of an increase in people with urgent and complex care needs, and not a shift (demand transfer) from primary care. This indicates that a system-wide integrated approach is required for demand management

    Going it alone won’t work! The relational imperative for social innovation in social enterprises

    Shifts in the philosophy of the “state” and a growing emphasis on the “Big Society” have placed an increasing onus on a newly emerging organizational form, social enterprises, to deliver innovative solutions to ease societal issues. However, the question of how social enterprises manage the process of social innovation remains largely unexplored. Based on insights from both in-depth interviews and a quantitative empirical study of social enterprises, this research examines the role of stakeholder relationships in supporting the process of social innovation within social enterprises. We find that social enterprises are adept at working with their stakeholders in the ideation stage of social innovation. In contrast, they often fail to harness knowledge and expertise from their partners during the social innovation implementation phase. Consequently, we propose a social innovation–stakeholder relationship matrix that provides social enterprises in particular with insight for developing stakeholder relationships to achieve their social innovation missions

    Development of a Framework to Compare Low-Altitude Unmanned Air Traffic Management Systems

    Presented at the AIAA SciTech 2021 ForumSeveral reports forecast a very high demand for Urban Air Mobility services such as package delivery and air taxi. This would lead to very dense low-altitude operations which cannot be safely accommodated by the current air traffic management system. Many different architectures for low-altitude air traffic management have been proposed in the literature, however, the lack of a common framework makes it difficult to compare strategies. The work presented here establishes efficiency, safety and capacity metrics, defines the components of an automated traffic management system architecture and introduces a preliminary framework to compare different alternatives. This common framework allows for the evaluation and comparison of different alternatives for unmanned traffic management. The framework is showcased on different strategies with different architectures. The impact of algorithmic choices and airspace architectures is evaluated. A decoupled approach to 4D trajectory planning is shown to scale poorly with agents density. The impact of segregating traffic by heading is shown to be very different depending on the algorithms and airspace access rules chosen
